Assessing social-ecological fit of flood planning governance

Social-ecological fit demands that governance systems align with and function at the appropriate scales of social ecological processes being governed. While multilevel social-ecological network analysis has been applied to assess in various contexts, it not yet understand transboundary flood planning. We investigate collaborative planning efforts St. John River Basin, located New Brunswick Quebec Canada Maine United States, focusing on two challenges: shared management resources interconnected resources. Our results displayed organizations have a tendency collaborate others same sub-sub-basin those working different sub-sub-basins, indicating limited collaboration flooding basin scale. Qualitative identified provided increased knowledge technical engage planning, but was hindered by lack financial resources, time constraints, commitment. Collaborative relationships among sub-sub-basins are essential for cohesive level, this case, there is potential an increase neighbors govern connectivity.
